The first session of the Working Group 2,
“Social inclusion of vulnerable groups of unemployed persons on the labor market in Republic of Macedonia”
The first session of the WG 2, Social Policy and Employment was held, as scheduled, on 12 April 2018 at the Assembly of the Republic of Macedonia (“Boris Trajkovski” venue). In front of 60 participants, Mileva Gjurovska, National Coordinator of NCEU-MK and President of European Movement in Republic of Macedonia, Daniel Škobla (Institute for Research on Labor and Family, Bratislava), and Vlatko Gjorchev, President of the Committee on Labor and Social Policy, Assembly of the Republic of Macedonia, had their opening speeches.
In her opening speech, Prof. Gjurovska pointed out the importance of the National Convention on European Union in Republic of Macedonia for the opening public debate on certain important issues on European integration that concerns all actors (individual or collective) in Macedonian society, aim which National Convention is fulfilling since the very beginning of the activities. The WG2 Session1 is the last one in the first round activities of National Convention, and it deals with sensitive topics from Chapter 19 of the negotiation process.
Dr. Daniel Škobla from the Institute for Research on Labor and Family, Bratislava, presented the Slovakian experience on the inclusion of vulnerable groups into the labor market. Participants were introduced with the structural problems related to labor market that Slovakia have faced with during the transition process and European Union integration process (like structural changes in economy, huge regional differences in economic performance – socioeconomic parametars within Slovakia, industry structure focused ond manufactoring, existance of large vulnerable group of population, disadvanteged on the labor market, etc.).
At the end of his presentation he presented the problems that still remain in Slovakian society (like high rate of long-term unemployment, particularly vulnerable groups are low-skilled workers and Roma population, regional differences in unemployment, comparatively low salaries, gender gap in employment rate, et.).
Mr. Vlatko Gjorchev, President of the Committee on Labor and Social Policy, Assembly of the Republic of Macedonia stressed the importance of active measure for the employment.
Session continued with the presentation of the WG2 experts analysis and recommendations, followed with discussion. It was co-chaired by Dr. Marija Ristevska (CRPM – Executive Director), Darko Dacinski (Ministry of Social Work and Social Policy).
Expert analysis and recommendations were presented by the WG2 experts: Prof. Dr. Svetlana Trbojevic.
Prof. Ruzin presented his analysis referred on social dimensions of the EU 2020 Strategy. He emphasized that 2020 Strategy as a model that should be applied in Republic of Macedonia concerning the social inclusion of vulnerable groups of unemployed persons in the labor market.
Prof. Svetlana Trbojevic presented the recommendations on social inclusion of vulnerable groups of unemployed persons in the labor market, based on analysis of the Macedonian situation (the recommendations were distributed to all participants). She pointed out that Republic of Macedonia has a good legal regulation concerning the social inclusion of vulnerable groups of unemployed persons in the labor market.
Proposed recommendations were discussed by the participants that represented relevant NGOs, trade unions, foundations, government institutions, academia, etc. They made relevant suggestions, and at the end of the session were adopted the proposed recommendations.
