Fourth session of Working Group 4 – Justice, Freedom and Security (Chapter 24) “New forms of prevention and fight against human trafficking”

On 05.02.2019 in the Club of Parliamentarians, the fourth session of the Working Group 4 – (Justice, Freedom and Security – Chapter 24) of the National Convention on the European Union in the Republic of Macedonia (NCEU-MK) was held, dedicated on trafficking in human beings, more precisely on the topic: NEW FORMS OF PREVENTION AND FIGHT AGAINST HUMAN TRAFFICKING, organized by the European Movement in the Republic of Macedonia.

Representatives of the relevant institutions, representatives of the academic community, civil society, international associations and other experts, including the expert Zuzana Vatralova from the International Organization for Migration from Bratislava, participated in the debate.

Labor exploitation is a new form of trafficking that requires new forms of prevention of this deviant phenomenon. This was pointed out by the State Secretary in the Ministry of Interior, Magdalena Nestorovska, who pointed out that it is necessary to involve more subjects in the society, so that it can be identified, to find legal solutions and protect the victims.

Professor at the Faculty of Security at the University “Kliment Ohridski” from Skopje, Trpe Stojanovski, presented the entire legal legislation that helps deal with this type of crime. Characteristic, according to him, is violence to the extent of psychological and physical destruction, but it is difficult to recognize and it is difficult to build mechanisms to break this criminal milieu.

Zuzana Vatralova, on the other hand, spoke about Slovak experiences on the implementation of the EU’s anti-trafficking conventions and conveyed positive practices from Slovakia, where there are 100 victims of trafficking each year, half of whom are male and half women, mainly young people looking for work.

Gordana Smakoska presented the work of the National Unit for the Suppression of Smuggling of Migrants and Trade. The conclusion from their work is that there is a need for training of inspectors and mobile teams. The ultimate measure is to provide evidence of initiating criminal proceedings. Public awareness needs to be raised as a prevention.

Ljupco Markudov from the Ministry of the Interior talked about the work of the National Unit in practice, as directly involved in the prevention and fight against human trafficking.

The emphasis is placed on proactivity, which consists of requesting documents for initiation of proceedings, after the perpetrators of trafficking in children will be identified.

Blerim Reka presented the 9 draft recommendations.
