The Government and the relevant institutions should foster the process of developing and full implementation of the Platform for interoperability among courts and other relevant institutions. Mechanism for fast securing necessary information and data through appointing intern contact persons with security certificates and privileged access to data from relevant institutions should be established, who can get the necessary information for court procedures without sending formal requests in a form as the case is now. The financial support and technical resources for digitalization should be Government priority. This includes development of modern systems for „e-court“, which will enable filing documents and managing court cases electronically, which will improve the efficient solving of court cases.
These are some of the draft-recommendations from today’s 15 session of the Working group 3 „Judiciary and fundamental rights” (Chapter 23) entitled: „Access to justice: Raising the efficiency of court proceedings and the quality of court justice”, held in Skopje.
It is recommended for mechanisms for public supervision over court processes through digital platforms to be introduced, enabling the citizens and the civil organizations to follow the progress of court proceedings, as well as for the court administration and the judges to pass through proper trainings for working with new digital systems and security procedures for data protection.
Additionally, it is also recommended for North Macedonia to take into consideration the successful models for digitalization and interoperability in the EU member countries, and with the introducing the new digital platforms it is necessary sophisticated security measures that will lower the risk from misuse of data and corruption to be undertaken.
In some of the recommendations it is emphasized that the process of digitalization and reforms should be under continuous supervision through specific indicators for efficiency, for which it is necessary for the strategies to be revised according to the needs of the court system, but also new discussion to be opened once again for the need of reorganization and optimization of the court system and the capacities in judiciary.
Participants at today’s panel-discussion agreed that improvement of conditions in this area is needed so that the trust of the citizens in the judiciary system will be increased.
